I think he should tell them, because it could turn into a bigger problem that they'll get sued for or worse. People could get diseases from the water. And other peoples buisnesses could be ruined.
I think that John should take an action and tell the EPA officer. This is because maybe things will go wrong and he will feel guilty that he could have done something but he didn't do so, also people can get very sick by drinking this pulluted water and get bad diseases.In addition to this other bussinesses like them could be ruined because of what John didn't do to get help to clean the water.
