This comic is presenting the issue of immigration in Canada, and the illustrator is trying to say that we are too leniant on letting people into our country. It shows a sleeping immigration office gaurd, who is unaware of a line of people walking past. The artist is satirizing the Canadian government, and the low level of difficulty to move to Canada from another country. The environment is exagerated, but it gets across the overall point that almost anyone who shows up gets let in.
Haha, that is actually funny. It is kinda true too because so many people are just being let in, and we are more leniante (i know, cant spell) as to who comes into canada then America.
